Please Do Your Part to Protect Kilcona Dog Park for Future Generations

The City of Winnipeg is developing a master plan for Kilcona Park.  The plan will set the direction for the park for the next 10 to 20 years. A concern for dog owners who use the off-leash area is that current uses are not “etched in stone”.

Kilcona Park’s infrastructure requires significant investment. Financial resources and space within the park are limited.  Kilcona’s dog owners, cyclists, runners, skiers, soccer and baseball teams, and other sports groups are all competing for these limited resources.

It’s important for members of Kilcona’s largest year-round user group to take the time to the express your views about the future of off-leash area if you want the City to consider dog owners’ wants and needs as priorities and incorporate them in the master plan.

Fill out the Visitor Survey questionnaire on the City’s website and encourage others who use the dog park to do the same. Go to:

You can download the questionnaire, type in your comments and email it; or you can print it, write in your comments and fax it to 204-986-7524. If you prefer to mail it, the Canada Post mailing address is on the questionnaire.

The City will hold a public consultation meeting in April. Check the City’s or KPDC’s website or for place, date and time.

KPDC Board Asks For Your Help in Securing Future of Dog Park

KPDC’s Board of Directors offers its thanks to the great volunteers and Kilcona park staff who came out on Saturday with picks, shovels, pails and bags to do what no one wants to spend their weekend doing – picking up other people’s dog poop!

A biting wind created bone-chilling conditions that made the job even more unpleasant. On behalf of the thousands of dog owners who use the park on a regular basis, Poo Crew volunteers picked up hundreds of bags of unclaimed dog poop. We assure you – this was not a pleasant task.

Filthy conditions in both the off-leash and on-leash areas prompted this weekend’s clean-up. It’s the first time a winter park clean-up has been necessary. Use of the off-leash area has increased dramatically and some dog owners are still refusing to pick up. Others are simply not keeping an eye on their dogs.

KPDC members have identified the growing amount of unclaimed dog poop as the number one issue in the park. It’s an ongoing concern for other groups who share the park, and for the City administration.

The Board warns that the unsanitary conditions that made the clean-up necessary is a cause for concern for all dog owners who use the park. If we continue to ignore the problem of irresponsible dog owners who refuse to pick up, there could be serious consequences for the future of Kilcona’s off-leash area.

Irresponsible dog owners have seriously damaged our reputation and credibility as a park user group.

The City is in the process of developing a new management plan for Kilcona and current uses are not “etched in stone”. The plan is designed to set the direction for the park for the next ten to twenty years. Many groups are competing for limited space and there will be changes.

The City has the authority to close down an off-leash area where there is a consistent violation of the requirement to pick up feces. Let’s not provide them with a reason to do that.

Do your part to protect the off-leash area for future generations. Help make Kilcona the cleanest dog park in Winnipeg. Join KPDC’s Number Two Clue Crew – bring a whistle to the park and blow it to alert distracted or irresponsible dog owners that they need to pick up. Be part of KPDC’s Second Bag Program – bring extra bags and offer them to those in need. Use one of them to pick up an extra pile each time you visit the park.

Your park is much cleaner. Let’s keep it that way!

New Rules for KPDC’s Corporate Sponsorship Program

Veterinary hospitals and businesses that participate in Kilcona Park Dog Club’s Corporate Sponsorship Program provide us with valuable financial support. Our Platinum and Gold sponsors’ enrollment fees fund important stewardship initiatives, improvements to Kilcona Dog Park, and education programs that benefit dogs and dog owners alike.

Our valued sponsors also provide significant benefits to KPDC members by offering discounts on products and services. To protect our sponsors and the integrity of the program, the Board is announcing the following change to the Terms and Conditions of the Corporate Sponsorship Program.

Your membership card must be presented to the cashier before the eligible purchase transaction is completed. Sponsors will make no exceptions. Sales staff may know a customer but they have no way of knowing if the customer is a KPDC member who is entitled to a discount unless you show you membership card.

To participate in the program you must be a KPDC member in good standing for the period November 1, 2012 to October 31, 2013. If your membership has lapsed, you can become a KPDC member by stopping in at Pet Valu, either the Reenders or Rivergrove location, completing an application form and presenting a valid picture ID.

A Pet Valu sales associate will issue a membership card for you to sign. You can start receiving discounts at participating sponsors immediately. Membership cards are not transferable and may only be redeemed by individual members. Please advise the Director of Membership, Tanya Hirsch, of any changes to your personal information (name, address, and e-mail address) by emailing membership@kilconaparkdogclub.ca.)

City to Develop Master Plan
for Kilcona Park

Setting the Direction for the Next Decade

 

Two years ago KPDC’s Board of Directors met with the City Councillors for North Kildonan, Transcona and Elmwood, and City administrators to draw attention to a number of serious park management issues. KPDC’s Board requested that the City develop a master plan to address the concerns, which included among other things:

  • increasing the size of the off-leash area to accommodate the rapidly increasing number of users
  • repairing and upgrading badly damaged trails
  • creating shelter belts by planting more trees
  • reducing user conflict and increasing safety around the dog play area by relocating the toboggan hill

The City recently announced it has allotted $200,000 in this year’s budget to fund a master plan for Kilcona and Harbourview. The plan will identify short and long term strategies for the park for the next 10 to 20 years.

Kilcona’s aging infrastructure requires significant investment, however resources are limited. KPDC is just one of the stakeholder groups competing for these limited resources.

A formal Stakeholder Group has been established to provide input and prioritize corrective measures and improvements for the park. The Stakeholder Group is made up of representatives of key park user groups including dog walkers, runners, golfers, and cross country track, soccer and baseball teams.

Manitoba Association of Disc Sports (MODS), Perfect Circle Flying Club, Transcona Trails Association, National Cycling Association, MB Paddling Association, Bike to the Future, and Athletics MB are represented on the committee, as are immediate neighbours and businesses, residents’ associations, nearby churches and community centres, interest groups, recreation organizations, regional health authorities and elected officials.

As your representative on the Stakeholder Committee, I encourage you participate in the consultation process. It’s important for each of us, as a member of Kilcona’s largest year-round user group, to take the time to the express our views about the off-leash area if we wish the City to consider dog owners’ wants and needs as priorities and incorporate them in the master plan.
